The City of West Carrollton has placed a Fire & EMS Renewal Levy on the May 6, 2025, ballot as Issue #5. This webpage provides additional information about the West Carrollton Fire Department and this ballot issue.
Fire & EMS Services
The City of West Carrollton Fire Department offers comprehensive fire and emergency medical services to the West Carrollton community. In 2024, the West Carrollton Fire Department responded to 2,578 calls for service, of which 1,786 were for emergency medical service response, and 792 were fire-related calls.
We have a Class 3/3x Fire Suppression Rating from the Insurance Service Office (ISO). An ISO score is a rating assigned to municipal fire departments that assesses their ability to provide adequate fire protection to the communities they serve. This rating means that the West Carrollton Fire Department is in the top 22.56% of the 1,622 fire departments in the State of Ohio.
The West Carrollton Fire Department fully authorized staffing level includes one Fire Chief, three Captains, nine full-time Firefighters/Paramedics, thirty part-time Firefighters/Paramedics/EMTs, one part-time secretary, and one part-time fire inspector. The West Carrollton Fire & EMS Levy currently funds 17% of the Fire Department’s operating budget.
What is the Fire & EMS Renewal Levy?
The West Carrollton Fire & EMS Levy is a local property tax levied to generate revenue for expenses related to fire and EMS personnel, equipment, and maintenance.
Voters approved a 3.9-mill property tax levy in 2020 for the West Carrollton Fire Department. In January, the West Carrollton City Council authorized the placement of a renewal levy on the May 6, 2025, ballot.
What is a renewal levy?
A renewal levy is simply a continuation of an existing levy. The levy is renewed at the current effective rate after the tax reduction factors on the original millage passed by voters. A renewal levy is not a tax increase.
How have the levy funds been used?
Levy funds have been used to pay wages and benefits for four full-time Firefighter/Paramedics.
How would any future levy funds be used?
Levy funds would continue to be used to pay the wages for employees in the department, as well as to maintain emergency response vehicles, communications, and equipment directly used by first responders in the operation of the West Carrollton Fire Department.
Financial Impact of Levy:
This renewal levy remains at 3.9 mills, which equates to $82 for each $100,000 of the County Auditor’s appraised value. This levy is estimated to generate $725,000 per year.

My property value has increased; will I have to pay more?
No, in most cases. As property values increase due to reappraisal, the effective rate of the millage is reduced, resulting in no tax impact. The exception is for value increases resulting from new construction or improvements.
Voting Information
The spring election will take place on Tuesday, May 6, 2025. Polls are open from 6:30 a.m. to 7:30 p.m.
Early in-person voting is available at the Montgomery County Administration Building from April 8 to May 4. Please visit the Board of Elections website for voting dates and times.
Absentee voting will start on April 8, 2025. An absentee ballot can be requested by calling the Montgomery County Board of Elections at (937) 225-5656 or by downloading, filling out, and mailing in the following Form to:

The last day to register to vote in the May 6, 2025, election is April 6th. Registration can be completed online or in person.
